CONCURRENT RESOLUTION CALLING FOR THE SENATE AND HOUSE OF REPRESENTATIVES TO CALL FOR A CONSTITUTIONAL CONVENTION TO PROPOSE AMENMENTS TO THE 1987 CONSTITUTION


WHEREAS, the continuing political instability and serious economic difficulties through the last eighteen (18) years demonstrably point the need to change our political system and government structure.

WHEREAS, various studies showed that a unicameral parliamentary- unitary system of government with a limited number of political parties are best suited in our present condition.

WHEREAS, fundamental structural, and systematic change can only be done by amending the 1987 constitution as mandated under article XVII and under the convening of a constitutional convention is primarily favored.

WHEREAS, the second alternative of a constituent assembly is not a good choice because ordinary people sees such actions are politically motivated, and the third option of a people's initiative has no implementing rules.

WHEREAS, Charter Change through a constitutional convention is the most reliable way because of its independence from any branch of the government, and that a constitutional convention is elected at large by the people.

WHEREAS, under article II section 1 of the 1987 constitution states that, "The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them", giving us a presidential- unitary form of government.


WHEREAS, under article VI section 1 of the 1987 constitution states that, "The legislative power shall be vested in the Congress of the Philippines which shall consist of a Senate and a House of Representatives, except to the extent reserved to the people by the provision on initiative and referendum.", giving us a bicameral legislature.

WHEREAS, a multi-party system is practiced in our country.

NOW THEREFORE BE IT RESOLVED, the congress by a two-thirds vote of all its members call for a constitutional convention to propose amendments to the 1987 constitution, limiting the areas of amendment to the following:
Review the form of government, principally the shift to a unicameral parliamentary- unitary form of government.
Give provisions regarding to the regulation of the numbers of political parties participating the elections; and
Provide a mechanism for the orderly transition from the present to the new form and system that may be adopted.
