EXPLANATORY NOTE
This legislative measure proposes to enrich the awareness regarding the fundamental law of our country at the earlier stage of a youth. The proposal also encourages the study of the Constitution in order to enhance their cooperation in nation-building and, so to help them become productive citizens. Likewise, the proposal intends to provide a wider range of learning about our fundamental law with the fact that the State recognizes youth’s vital role in nation-building and encourages them to participate in public and civic affairs.
Towards these ends, the proposal calls on the government to integrate the Constitution in the existing curricula of the secondary education in the entire country.
In this context, I earnestly appeal to the distinguished members of the fourteenth Congress for the immediate approval of this vital legislative measure.

INTRODUCED BY HONORABLE IMMACULADA C. DAGUMAN
AN ACT INTEGRATING THE 1987 PHILIPPINE CONSTITUTION INTO THE HIGHSCHOOL CURRICULA AND APPROPRIATING FUNDS THEREFOR.
Be it enacted by the Senate and the House of the Representatives of the Philippines in Congress assembled:
Section 1. Title.-This Act shall be known and cited as “Constitution in Secondary Education Act of 2007.”
Section 2. Declaration of Policy.-It shall be the policy of the state to promote respect for human rights, to empower responsiveness regarding the duties of a citizen, to encourage cooperation in nation-building and in government programs at the earlier stage of a youth. It shall also be the duty of the state to help young citizens to be well-informed about the principles, components, functions and essence of the basic and fundamental law of our country. Likewise, the state shall encourage and train the young to actively participate in political and civic affairs, in accordance with the law, in order to inculcate to them a patriotic and nationalistic character.
Towards these ends, the government shall integrate the Constitution into the existing high school curricula.
Section 3. Mandatory Coverage.-It shall be necessary for all secondary schools to integrate the Constitution in their curricula.
Section 4. Definition of Terms.-Constitution refers to the 1987 Philippine Constitution.
Secondary Schools refer to the all private, public, sectarian and non-sectarian, and international high schools. Its objectives shall include:
a. The study of Constitution and related present and/or past issues or events to enrich learning and awareness on political and social environment.
b. The improvement of knowledge and information and the clarification of misconception about provisions under the Constitution, and the government.
c. The inculcation of the ideal way of practicing the rights with due regards with the rights of others.
d. The inculcation of being a responsive youth on his duties and be a productive citizen.
Integration is an education strategy where the Constitution becomes part of appropriate subjects in high school curricula.
Section 5. Implementing Rules and Regulations.-The Department of Education shall issue guidelines, rules and regulations as maybe necessary to carry out the purpose of this Act within ninety (90) days upon its effectivity.
Section 6. Appropriations.-the amount necessary to carry out the purpose of this Act shall be included in the General Appropriations Act of the year following its enactment into law and thereafter.
Section 7. Separability Clause.-In any event any portion or provision of this Act is declared unconstitutional, the remainder of this Act or any provisions not affected thereby shall remain in force and effect.
Section 8. Effectivity.- This act shall take effect upon its approval.
