EXPLANATORY NOTE
The Philippines should strengthen and improve the educational program to meet significant needs at the Elementary, Secondary and Higher Education Levels.
Philippine elementary and secondary schools need more qualified teachers in
mathematics and science.
Philippine colleges and universities must place new emphasis on improving
the teaching in areas of disciplines that are critical to the interests of the Philippines..
Philippine elementary and secondary schools need the equipment and
resources to improve education in science and mathematics.
Foreign language proficiency is crucial to the economic competitiveness and
national security of the Philippines.
Significant improvement in the quantity and quality of foreign language
instruction offered in Philippine elementary and secondary schools is necessary.
All Filipinos need a global perspective. To understand the world around us, we
must acquaint ourselves with the languages, cultures, and history of other nations.
The purpose of the Motherland Security Education System is to
ensure national security through increasing the quantity, diversity, and quality of the teaching and learning of subjects in the fields of science, mathematics, and foreign language.
Accordingly, the approval of this bill is earnestly sought.

AN ACT THAT WILL build up the national security by encouraging and assisting in the development and improvement of educational programs to meet significant needs at the elementary, secondary, and higher education levels.
Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled
SECTION 1. Short title. - This act shall be known as the ‘Motherland
Security Education System’.
SECTION 2. Declaration of Policy. – It is hereby declared the policy of the
State to broaden access to relevant quality education through the National
Educational Security System that would enable the students to excel in Math,
Science and Foreign Language.
SECTION 3. Definition of terms. - For purposes of this act, the following
terms are hereby defined:
(1) Motherland Security Education System - a system that shall strengthen the
national security by encouraging and assisting in the development and improvement of Educational Programs to meet crucial needs at the
Elementary, Secondary and Higher Education.
(2) Foreign Language- The term `Foreign language' includes the languages of
English, Spanish, French, Japanese and any language identified by the
National Security Education Program as a critical foreign language need.
(3) Science- The term `Science' means any of the natural and physical sciences
including, but not limited to, chemistry, biology, physics, and computer science.
Such term shall not include any of the social sciences.
(4) Mathematics- The term ‘Mathematics’ includes Algebra, Geometry,
Trigonometry, and other topics related to Math.
SECTION 4. Strengthening Math and Science Instruction. – The program shall be designed to provide students with a rich standards-based course of study in Mathematics and Science.
The program shall describe participation by the private sector in
programs carried out under this section, including:
(1) the donation of technology tools;
(2) the establishment of internship and mentoring opportunities for students
who participate in a mathematics or science program, paying particular
attention to those students who are members of traditionally under-represented
groups in these fields; or
(3) the donation of scholarship funds for students to pursue or continue a study of mathematics or science at accredited institutions of higher education.
SECTION 5. Encouraging Early Foreign Language Studies. –
(1) Foreign language skills and area expertise are integral to, or directly
support, every foreign intelligence discipline and are essential factors in
national security readiness, information superiority, and coalition
peacekeeping or war fighting missions.
(2) Communicating in languages other than English and understanding and
accepting cultural and societal differences are vital to the success of peacetime and wartime military operations.
(3) The optimum time to begin learning a second language is in elementary
school, when children have the ability to learn and excel in several foreign
language acquisition skills, including pronunciation.
(4) Foreign language study can increase children's capacity for critical and
creative thinking skills, and children who study a second language show
greater cognitive development in areas such as mental flexibility, creativity,
tolerance, and higher order thinking skills.
SECTION 6. Coverage.- This system shall apply to all educational
institutions in Elementary and High School, and Higher Education and to all other such institutions that shall later be authorized as qualified implementers of the
system.
SECTION 7. Clientele of the System. - The System shall be automatically
applied to students in Elementary, High School and Higher Education in the
Philippines.
SECTION 8. Administration and Supervision. - The Department of
Education (DepEd) shall administer and supervise the System. Motherland
Security Education System shall be attached to the Bureau of Secondary Education (BSE) and to Higher Education to assist the Bureau in performing the following
functions:
a) Formulate the objectives and basic policies of the System;
b) Formulate, adopt and supplement programs that will make the System
effective and productive.
c) Consult and collaborate with other DepEd divisions, local government units (LGUs), non- government organization (NGOs) and other private agencies for the effective operation of the System;
d) Promulgate the necessary guidelines, rules and regulations for the effective implementation of the system.
(e) Perform such other tasks as may be necessary to attain the objectives of the System.
SECTION 9. Collaboration between the Department of Education (DepEd) and Department of Interior and Local Government (DILG). - The DepEd and
DILG shall sign a Memorandum of Agreement (MOA) defining the role of local government units in the operation of the System in order to ensure maximum
collaboration between DepEd and local government units toward the success of the System.
SECTION 10. Training of Teachers. – Motherland Security Education
System attached to the Bureau of Secondary Education and Higher Education shall 2 take charge of the training of the teachers who shall teach Science, Math, and
Foreign Language.
The training of the teachers shall be in the coordination with local government units and non- government organizations concerned.
SECTION 11. Separability Clause. - If any provision of this Act is declared
invalid or unconstitutional, the other provisions not so declared shall remain in force and effect.
SECTION 12. Repealing Clause. - All laws, decrees, orders, rules and
regulations or parts inconsistent with this Act are hereby repealed or modified
accordingly.
SECTION 13. Effectivity. - This act shall take effect immediately upon its approval.
