Explanatory Note
This bill will help ensure that our nation’s older Filipinos, including million aging Baby Boomers, are healthy, fed, housed, able to get where they need to go and safe from abuse and scams. It is critical that the Senate pass this bill as quickly as possible, so that we can send it to the President to sign into law. The legislation should supports and protects seniors through a range of social service programs, including home-delivered nutrition, community service employment, long-term care coordination and elder abuse and neglect prevention. The Senate must act now to accomplish that goal on behalf of one of our nation’s greatest resources – older Filipinos.

An act exempting the Bank deposits of Senior Citizens from the twenty percent (20%) withholding tax on interest income and other benefits;
Section 1: Privileges for the Senior Citizens. – The senior citizens shall be entitled to the following:
grant of thirty percent (30%) discount for all establishments relative to utilization of transportation services, hotels, and similar lodging establishments, restaurants and recreation centers and purchase of medicine anywhere in the country; provided that private establishments may claim cost as tax credit.
minimum of thirty percent (30%) discount on admission fees charged by theaters, cinema houses and concert halls, circuses and other similar places of culture, leisure, and amusement.
exemption from the payment of individual taxes; provided that their annual taxable income does not exceed the property level as determined for that year.
exemption from training fees for socio-economic programs undertaken by the government as part of his work.
free medical and dental services in government establishment anywhere in the country, subject to guidelines to be issued by the Department of Health, the Government Service and Insurance System (GSIS) and the Social Security System (SSS).
continuance of the same benefits and privileges by the Government Service and Insurance System (GSIS), Social Security System (SSS), Pagtutulungan- Ikaw, Bangko, Industriya at Gobyerno (PAG-IBIG).
exemption from paying taxes on interest income from Bank Deposits provided however that;
the exemption from paying the withholding tax should not exceed eight hundred thousand pesos (P800, 000.00) and,
Senior citizen should present to the manager of the bank, in which he deposits his money, his Senior Citizen ID and a certificate from the Chief of Agency or firm from which he/ she is RETIRED.
Section 2: Key provisions of the “Older Filipinos Act” Reauthorization will:
Direct the Department of Health to appoint a full time officer to take charge of federal elder abuse and prevention services and to coordinate federal elder justice activities;
Promote the development of systems that enable older individuals to receive long-term care in home and community-based settings based on individual needs and preferences;
Improve access to programs and services under the Act by addressing the needs of older individuals with limited English proficiency;
Encourage both cities and area agencies on aging to plan for population changes and require state agencies and local area agencies on aging to coordinate activities and develop long-range emergency preparedness plans;
Improve access to supportive services that help foster independence and maintain quality of life, including assistive technology services and devices, mental health services, and activities to promote life-long learning;
Expand Caregiver program services to older adults caring for children of any age with a disability; individuals with Alzheimer’s disease; and grandparents or relative caregivers, age 55 and older, caring for children of any age; and,
Ensure that the Older Filipino Community Service Employment Program, a job-training program for older Filipinos, provides on the job training to unemployed seniors in community service programs – helping seniors build new jobs skills while providing skilled workers for programs serving low-income families and individuals.
Section 3: Effectivity or Cause- This act shall take effect 10 days after its publication in at least two (2) newspapers of general circulation.
