An Act
providing for the inclusion of Environment subject
in the secondary curriculum

Sec. 1 Declaration of policy – In recognition of the vital role of youth in nation building, and the role of education to develop social awareness, nationalism and patriotism, the State shall promote the national awareness of the role of the environment in the society and for national progress to sustain national development among Filipino youth. And therefore, it shall be a policy of the State to protect the right of the people to a balanced and healthful society in accordance with nature.

Sec. 2 Objective – In enactment of this policy, the secondary curricula of the public and private schools in the Philippines shall be reformed to include a subject “Environment for the Next Generation” in all high school levels. This subject shall develop the awareness of the youth of the threats of environmental degradation and the importance of environment to sustain progress.

Sec. 3 New Curriculum Board – The New Curriculum Board is hereby created. It will be the one responsible in developing and designing the subject “Environment for the Next Generation” in accordance with the objective set forth in Section 2 of this Act. It shall perform the functions immediately the next school year after the effectivity of this act.
Composition:
i ) Secretary of Department of Education (DepEd) as the Chair
ii ) Secretary of Department of Environment and National Resources (DENR) as the Vice Chair
iii ) Three (3) representatives from private schools
iv ) Three (3) representatives from public schools
v ) Three (3) representatives from Civil Society Organization (CSO) involved in environment advocacies

Functions:
i ) To set minimum requirements for teachers who will be engaged to lecture the subject
ii ) To develop an educator’s training program to prepare instructors of the subject
iii ) To formulate the guidelines for integrating the new subject in the secondary curricula

Sec. 4 Appropriation – The New Curriculum Board shall annually submit a budget proposal thru DepEd in the Congress to fund the implementation of this Act.

Sec. 5 Separability Clause – In case there is provision of this Act declared invalid or unconstitutional, other provisions which are not affected shall continue to be in effect.

Sec. 6 Repealing Clause – All provisions of laws, orders including rules and regulations are hereby repealed accordingly.

Sec. 7 Effectivity – This Act shall take effect immediately the next school year after the approval of this Act.

EXPLANATORY NOTE


This Bill provides the inclusion of a new subject “Environment for the Next Generation” to promote awareness among the Filipino youth.
The Youth are our future leaders. They are bound to be the prime movers of the nation. Their education is crucial and will be more crucial if they remain ignorant in sustaining development. The environmental degradation today is very rampant and has been one of the most pressing concerns that the country faces today.
Since we consider the youth as the prime movers of the nation, we should educate them of their vital role in developing a stronger national consciousness for the conservation and sustainable use of our natural resources and boosting their initiatives towards restoring a balanced ecology that will continue to the next generation.
This Bill addresses the need to educate the youth on the vital role of environmental conservation in attaining social development.
In view of the foregoing, the immediate passage of this Bill is earnestly sought.
