EXPLANATORY NOTE
Our country today is now facing alarming environmental problems. In fact, it already shows some indication like the dry spell that we had encounter today. The climate changes that transpired in our country as well as in the other parts of the world are the signs that we should now look forward in nurturing our environment. This should concern us all since all of the mankind are involved here and our future is depended on how we will solve this problem today. I know that we already have existing rules regarding the treatment of our environment like R.A. 9003 as well as Clean Air act and alike but the main problem here is that it is not properly disseminated.
There are only few that give high regards in nurturing our environment as well as solving the existing environmental problems and most of them are in the Non-governmental organization like Greenpeace and alike. It’s indeed a great help that we had organizations like this that really give importance to the problems but I think their number does not suffice the increasing problems in environment.
In lieu of the aforementioned condition, I proposed to require tertiary level students to take the Ecological Management Program for them to be aware of the existing condition of our environment and thus, finding solution to overcome it.
We only have one world and this one world was neglected in the past centuries and it’s about time to give our concern and look back to what the mankind has done to Mother Nature. Since our youth would be the futures hope of our country, we should be able to plant to them the awareness and importance of taking care of our nature in requiring them to study and render their service in the name of the protection of environment. So that, what we have plant today would grow tomorrow. We should ensure that we build a good foundation today so as to continue the adherence of protecting our environment just like taking care of the trees.
In the end, this bill aims to develop in youth environmentalist attitude that would be the start of rebuilding our deteriorated nature and thus act as an eye opener in focusing our attention in our one world and one home.

AN ACT ESTABLISHING A MANDATORY STUDYING THE ECOLOGICAL MANAGEMENT PROGRAM TO ALL TERTIARY LEVEL STUDENTS IN PRIVATE AS WELL AS IN THE STATE COLLEGES AND UNIVERSITIES AND REQUIRING THEM TO GIVE AT LEAST 3 MONTHS OF ENVIRONMENTAL SERVICE
Be it enacted by the DPSPA 3rd year students of Parliamentary Practice and procedure in the Polytechnic University of the Philippines in Youth congress assembled:
Section 1. Short Title- This act shall be known as a 3-unit Ecological Management Program subject for college students
Section. Declaration of Policy- The State recognizes the vital role of youth in the Nation-Building and in the pursuant of (i) Section 16 of the R.A. 9003 it is hereby declared the policy of the state to mandate the tertiary level student in knowing the system and comprehensive Program in Ecological Management which shall:
(a) Promote the importance of protecting our environment;
(b) Encourage students to discover things that would be a solution to our environmental problem;
(c) To be an aid to disseminate information to the public;
(d) Encourage students to cooperate in combating environmental problems;
(e) And to apply and practice the ecological management program in terms of giving environmental service.
Section 3. Definitions of Terms- For the purposes of this act the following are hereby defined:
(a) Ecological Management Program (EMP) - is a program aimed at enhancing the environmental consciousness in the youth by developing the awareness of the existing condition of Nature as well as how to deal with the environmental problems that are present while undergoing some lectures and later on preparing them to give service in terms of environmental service as may be provided by the law.
(b) Environmental Service- refers to the 3-month programs or activities contributory to the general welfare and the betterment and enhancement that would be solely in terms of environmental contribution and thus, open the eyes of the youth on all the conditions of the Mother Nature that requires them to give action to the problem that the world is dealing now.
(c) Environmental Problems- are the repercussions of the long negligence of the Mother Nature like Land, Air and Water pollution, Climate change, Global warming and others as may be provided by the law.
(d) Mother Nature- refers to the environment that should give care of.
(e) Program Component- shall refer to the components of the EMP as enumerated in the section 4 of this act.
Section 4. Establishment of the Ecological Management Program (EMP) - There is hereby established on Ecological Management Program which shall form part on the Curricula of all Baccalaureate degree courses and of at least (2)-year technical vocational courses and is requisite for graduation, consisting the following components:
(a) Ecological Management- which shall consist of management on solid wate as may be provided by the R.A. 9003 and other programs of the government regarding the environmental problem.
(b) Environmental Service
The EMP shall instill environmentalist attitudes, respect for Mother Nature and adherence to combating environmental problems as well as adherence to the constitution on Sec 16 of Article 2 to possessed healthful ecology in accord with the rhythm and harmony of nature.
The Commission on higher education (CHED) and the Technical Education and Skills Development Authority (TESDA) in consultation with the Department of Environment and Natural Resources (DENR), National Solid Waste Management Commission, Philippine Association of State Universities and Colleges (PASUC), Coordinating Council of Private Education Association of the Philippines (COCOPEA) and other concerned government agencies, may designed and implement such other program components as may be necessary in consonance with the provisions of this act.
Section 5. Coverage- Students, male and female, of any baccalaureate degree courses or at-least 2 year technical vocational courses in public and private educational institutions shall be required to complete the ecological management program components as requisite for graduation.
Section 6. Duration and Equivalent Unit- The aforementioned EMP program shall be taken for academic period of (1) semester and equivalent to 3 units.
Section 7. Fees- Higher and technical vocational institution shall not collect any fee for Ecological Management Program except basic tuition fees, which shall not be more than fifty percent (50%) of what is currently charged by the school per unit.
Section 8. Management of the Ecological Management Program- The school authorities shall exercise academic and administrative supervision over the design, formulation, adoption and implementation of the EMP components in their respective schools; Provided, that in case a CHED or TESDA non governmental Organization (NGO) has been contracted to formulate and administer training module for the EMP components, such academic and administrative supervision shall be exercised jointly with that accredited NGO; Provided further, that such module shall be accredited by the CHED and TESDA.
The CHED and TESDA regional offices shall oversee and monitor the implementation of the EMP under their jurisdiction to determine if the Programs are being conducted in consonance with the objectives of this act. Periodic reports shall be submitted to CHED and TESDA and DENR I this regard.
Section 9. Implementing Rules- the DENR, CHED, and TESDA shall have the joint responsibility for the adoption of the implementing rules of this act within 60 days from the approval of this act.
These three (3) agencies shall consult with other concerned government agencies, the PASUC and COCOPEA, NGOs and recognized student organizations in drafting the implementing rules.
The implementing rules shall include the guideline for the adoption of the appropriate curriculum for EMP components as well as for the accreditation of the same.
Section10. Separability Clause - If any section or provision of this Act shall be declared unconstitutional or invalid, the other sections or provisions not affected thereby shall remain in full force and effect.
Section 11. Amendatory Clause- all laws, decrees, orders, rules and regulations and other issuances inconsistent with the provisions of this Act are hereby deemed amended and modified accordingly.
Section 12. Effectivity- This Act shall take effect fifteen (15) days after its publication in two (2) newspapers of national circulation, but the implementation of this Act shall commence in the school year of 2008-2009.
