A RESOLUTION CALLING THE ATTENTION OF ASEAN SECURITY COMMUNITY TO ELIMINATE THE GROWING INCIDENCE OF ABUSE AMONG MAIL-ORDER BRIDES IN THE ASIAN REGION

WHEREAS, the law acknowledge equality; It was stated in the Universal Declaration of Human Rights: “All human beings are born free and equal in dignity and rights”.

WHEREAS, it is the duty of every state to protect its women from exploitation and from deflation of their human dignity;

WHEREAS, thousands of women (particularly in the Philippines) leave their homeland each year and a great number of them end up in brothels or they are abused;

WHEREAS, the techniques used by catalogue bride companies reinforce negative sexual and racial stereotypes that exacerbates incidences of abuse whether physical, emotional or sexual;

WHEREAS, the largest portion of abused mail-order brides are from Asian countries;

WHEREAS, Incidence of mail-order bride abuses is increasing and there is a low conviction rate against mail-order agencies;

WHEREAS, despite the existence of laws whether PRO mail-order bride or AGAINST mail order bride (Mail-Order Bride Act of 1990 in the Philippines) the number of women who leave their country and end up to be abused are increasing;

WHEREAS, poverty is one of the many factors that encourage these women to leave their country as mail-order brides, the current political strife and poverty in each country shouldn’t be a hinder in delivering protection to our women;

WHEREAS, the Philippines express its concern on Asian mail-order brides who experience abuse;

NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Philippines encouraged ASEAN under its Security Community and other Asian countries experiencing this incidence to launch a convention and/or networking agreement to eliminate this problem.
